- In a medium bowl, combine the softened cream cheese, cranberry pepper jelly, finely chopped green onions, garlic powder, and onion powder. Mix until everything is smooth and creamy and the ingredients are evenly distributed.
- Lay one tortilla flat on a clean surface. Spread a generous, even layer of the cream cheese mixture across the tortilla, leaving a small border around the edges.Sprinkle the shredded cheddar over the cream cheese and add a few fresh spinach leaves. Avoid piling the filling too heavily in the center, as an even layer will make the roll easier to tighten.
- Starting from one side, roll the tortilla tightly into a log. Keep gentle, even pressure as you roll so the filling stays inside and the finished log remains compact.Repeat with the remaining tortillas and filling. Wrap each tortilla roll tightly in plastic wrap and refrigerate for at least 1 hour, or until firm.
- Unwrap the chilled rolls and use a sharp knife to slice each one into approximately 1-inch pinwheels. A sharp knife helps create clean slices without squashing the soft tortillas.Arrange the pinwheels on a serving platter and serve chilled. Keep them refrigerated until you're ready to serve.
